1. Members. All students enrolled at EKS and all elected staff members are members of the Community Meeting (CMM).
2. (a) Time of Community Meetings. Regular Community Meetings take place at 10:30am on Thursday.
3. Place of Community Meetings. Community Meetings take place in the Democratic Hub
4. Special Community Meetings. Special Community Meetings may be called at any time by the Chairperson, or by two Community Meeting Members by giving notice to the Chairperson. Such a request must state the time, place and subject matter of the meeting, and be posted on the Meeting notice board at least two hours before the meeting. Attendance at Special Community Meetings is mandatory.
5. Rules of order. The Community Meeting operates according to Rusty’s Rules of Order, except where explicit rules to the contrary have been adopted by majority vote.
a. Motions submitted to the Written Agenda may be voted upon in a single reading.
b. Discussion is managed by members raising their hands and the secretary writing the list of speakers in order on the white board.
c. Each member can only speak on each agenda item twice.
d. Speakers can talk for a maximum of 90 seconds at a time.
6. Quorum. A minimum of four members are required for a Community Meeting to be held. The Chairperson and Secretary are included in the member count.
7. Proxy voting. Community Meeting Members may present a proxy vote in writing to the Chairperson for any particular motion provided:
1. The Member cannot be in attendance at the CM due to absence from EKS.
8. Disturbances. No one may disrupt the Community Meeting. In the event of a disturbance, the Chairperson will follow this procedure:
a. Issue a warning to the disturbing member.
b. On the second disturbance, dismiss the member from the meeting and issue 30 minutes’ community service.
c. If the member returns and disturbs the meeting a third time, the member will be referred to CM with a recommendation of a suspension.
9. Distracting meetings. No one may bring distracting activities to Community Meeting or Judicial Committee Meetings.
10. Community Meeting takes priority. Community Meeting takes priority over other meetings or spontaneous trips.
11. Entering/leaving Community Meeting. All CM member must enter or leave quietly and without disturbing others whilst CM is in session.
12. Length of Community Meetings. Community Meetings can only last for a maximum of 20 minutes, monitored with a timer, extendable only by agreement of the meeting.
